*Local includes both municipal and county expenditures. Prior to 2002, detailed data for municipal and county expenditures are available in the Justice Expenditure and Employment Extracts. Note: Federal government figures presented for 1998 and later are directly from the Budget of the United States, using the definitions of justice functions contained in the budget. Prior to 1998 the Census Bureau performed an extensive compilation of the Federal budget for the purposes of making the data fit the definitions used in the Census Bureau's surveys of government finances and public employment. Therefore, Federal expenditure data prior to 1998 are not directly comparable to those reported for 1998 and later.

*Majority of over 2.3 million U.S. prisoners are in due to drug war. Drug offenders, plus inmates in for drug-related crimes (such as robbing to get money for drugs that are expensive because of the drug war), plus drug trade crimes, plus drug-related parole violations, etc.. The Bureau of Justice Statistics chart pages where the charts were adapted from does not indicate what exactly was counted as a criminal justice expense. It is not clear whether the federal expenditures include any FBI, DEA, ONDCP, Drug War, Customs, Border Patrol, etc. expenses. Or what percentage of the costs of any of these agencies are counted. ONDCP and/or DEA, are known for spinning the interpretation of what is money spent on treatment or criminal justice.

Nearly all Western nations except the USA have universal healthcare and pay for it mostly through taxes. When U.S. private healthcare costs (as a percentage of GDP) are added to the U.S. total taxes, then the U.S. total taxes plus healthcare costs exceeds the total tax GDP percentage paid by many  nations. Total public and private U.S. healthcare costs (as a percentage of GDP) are higher than all other nations, yet U.S. healthcare statistics are worse than most other Western nations due to the lack of universal healthcare in the USA.
